Non-government organizations, which appeared in the latter half of the 20th century, has been developed rapidly on the global scale, are significant innovations in the establishment of organizations and systems. They are legally-established social ones with such characteristics as non-government, non-profit, non-party and self-administrated, aiming at solving various social problems voluntarily. Simultaneously, China has also got involved in the period of power transformation and social structure vicissitude which causes by the reform and the development of economy and politics. The pattern of strong country but weak society has been changed greatly. The realm of both politics and economy give their power from top to bottom. Between the relationship of centrality and locality, locality got much autonomy. Between the relationship of the government and the enterprise, government gives the right of manufacture to the enterprise. Between the relationship of the government and the markets, government gives the right of resource management to the markets. In the process of give the power from top to bottom, owing to the government and the market is out of order, people have cognizance of handing the matter which government unable to do, the market does not wish to do, to the third party is a viable reasonable choice. Emigrant-workers is a new special group, which appeared after the reform and the open door policy. With the process of civilization, more and more emigrant workers will run into the city in the near future. People pay much attention to the protection of the emigrant-workers'legal rights and the improvement of social justness. The society needs the non-government organizations, and the emigrant-workers need a group of their own. The non-government organization of emigrant workers arises rapidly at the historic moment, but they are still in the beginning stage. They face a lot of difficulty in survival and development. How to develop the NGO positively becomes the most currently important task. We should make great effort to develop the non-government organization of emigrant workers, so that they can do great contribution in construction of a harmonious society.
