| The phrase of "emigrant" in this paper means the people who have to leave their homes because of the construction of irrigation works, it's also called reservoir emigrant. These emigrants leave their homes, going through hard work in order to develop the country and society.The policy of reservoir could be divided into 3 historical parts after the PRC was founded in 1949:the first part is starting one(1949-1957); the second part is developing one(1958-1977); the third part is innovating one(from 1978 to now). In the first and second part, as the material condition is not so well, so the government pay more attention to the work of construction and give less attention to the emigrant. Therefore, the work of emigrant makes the people become more and more unhappiness, and make more and more appeal affairs. After open up and reform, with the development of economy, the CPC and central government put forward the "people orientation" as the idea to run a state, paying more and more attention to the policy of reservoir and construction of irrigation works.The reason that the reservoir policy couldn't embody the value of human is greatly because that the policy makers don't understand the essence of human. "Who is human?" "What is the value of human?" "How to develop the value of human?" If we want to answer these questions, we should get a good understanding of the theory of human. From investigating the theory of human, we can know that human people has rational value, existence value and cultural value. At the course of the policy making, if we want to give prominence to the main body of emigrant, we should respect the emigrant's rational value and carry out different compensation and innovate excitation; if we want to improve emigrant's happiness, we should respect their existence value, combining basic needs and diversified needs. If we want to develop emigrant's subordination, we should respect their cultural value, communicating with them and maintenance the mainland culture.
