As a representative personage of the English School in international political theory, Hedley Bull regarded the war not only as the chronic consequences of the power conflict, but also as the possible means to establish order for the reason that the war could stop the ambition and greed of troublemakers in his classic "Anarchy Society:A Study of Order in World Politics". Further more, he thought that the content of war was varying under the different historical condition through the stringent classification and the historic analysis to the war concept, and indicated that under the condition of modern states system, it could study the functions of war from three different perspectives:the individual states, the international system and the international community. Moreover, this dissertation noted that with the existence of nuclear weapons, this new type of war could still be carried out, but it would be subject to other restrictions and constraints in rules of the international community.This dissertation attempted to explore the new features of war and international order in the post-Cold War on the base of relatively comprehensive definition for war and international order, then reflected and developed Bull's main arguments on the relationship between the two different variables with the restriction of their historical characteristic and applicable scope, so as to discuss the development and change tendency of relationship between this two variables. Subsequently, with the examples of Afghan War, Iraq War, Russia-Georgia War and so on, occurred after the Cold War, it carried on the further discussion and research on the relation between war and international order, so as to answer the question that whether the war could continue to be as the method of establishing international order as well as whether the rules and the order of international community could continues to play the role of limiting and restricting the war in the post-Cold War era. In addition, as the saying goes, "by other's faults, wise men correct their own," through summary and analysis on the forecast of future international pattern and international order by domestic and foreign scholars, it could do benefit to the educational circles to take further research on the relationship between war and international order by learning from others.This dissertation was divided into three parts of the introductory remarks, the straight matter text and the concluding remark. The introductory remarked outlined the reason of the selected topic, the status quo of research, the pectination of documents, the structure of full text, the research mentality, and carried on the preliminary definitions on relevant concepts in this dissertation:war, relations between war and peace, international order. Then, it explained research technique of this dissertation. The first part of text had clarified the definition of war and the international order separately, and then it proposed the new characteristic and new change of war and international order in the post-Cold War era. The second part of text elaborated the relationship between war and international order in post-Cold War era:the war maintained the international order, and the international order restricted the war. The third part of text carried on the verification of relationship exposed above through significant warfare examples after Cold War. The concluding remark pointed out that the relationship between war and international order enlightened the establishment of the harmonious world for China, at the same time, it played the positive constructive role for China to integrate in the existing international order. Moreover, it referred that it should know better on the relationship between war and international order in post-cold war era essentially, through the resancipitisusus to reach the dual purpose, and to undertake the responsibility which matched with China's strength, so as to strive for the right to speak in the existing international order and occupy the leading power in the establishment of harmonious world.
