After the disintegration of bipolar structure, the international society sank into a disorder state, in which, however, the power of American hegemony came into its full wings. Relying on great power of single polar, America presents a world new order strategy based on the theory of offensive realism, intends to set up an world new order following the lead of American hegemony, and also attempts to put the it into practice. The Iraq war can be considered as an outstanding performance. Nevertheless, America's postwar international strategy is limited by all the parties concerned. Besides its limited capacity, the strategy is not only a severe threat to the international order, but also disaccord with the inner historical logic of the international order development, for which it is doomed to fail. In the eyes of the writer, international regulation is looked as a possible orientation in development of the future international order.This paper has four charts. The first chart puts forward an understanding aboutoverall feature of the post war international politics------disorder------ after analyzingthe concepts and connotations of order, international order, and world order. This chart also undertook a detailed analysis of post-war international politics disorder, and completely expounded the American hegemony, which became more distinguished in post war period. In summary of these two points, the writer believes that the feature of the post-war international politics is the co-existence of disorder and hegemony. This situation creates a favorable international environment for the U.S to establish an international order under its control, which can serve its state interest. The second chart analyzes the strategy conception of international order ruled by American's hegemony, and makes a further theoretical analysis of the guidance thought of this international order, explaining its inner logic and rational intention in an aspect to realism. The third chart expounds the practice of the international order in aspects of politics, economy and military affairs. The U.S intends to build an international security system following its lead on politics; a global economical system centered in U. S on economy; and an international intervene standard which meets the American value and the state interests on military affairs by attacking frequently. Therefore, the US could embed itself into the whole international order in order to reach the target of safeguarding the state interests.Based on the above three charts, the fourth chart makes an overall judgment to America's international order. The writer thought that due to the America's priority ability and the direct threat to the development and peace of the international society made by this international order as well as the direct violation against the inner historical logic of the international order, America's international order under the hegemony couldn't work. Only to build a wide-ranging international system can be the possible orientation of development for the future reasonable international order. The fundamental train of thought of this paper is from analyzing the objectcondition of the international act------building an international order under thehegemony------to its inner motivation and conception, and turn to how it is put intopractice , in the end, giving a judgment and looking forward to its future.
