| Nearly four hundred years of history of international relations, that is, all sovereign states pursue the history of sovereign equality and independent. Therefore we can say the democratization of international relations is always the pursuit of value orientation and norms of behavior of all sovereign countries. Modern, especially since the post-Cold Wa after that was the cold war had ended, due to various positive factors' appearance, such as economic globalization, world multi-class and international democratic trend which promote the rapid development of democratization of international relations,but due to negative factors'existence, such as hegemony, power politics and unreasonable old international order, its further development still faces many difficulties. Democratization of international relations involves the development prospects of the history of mankind, concerns the international system's profound change, has very important relationship with the national development strategy, has a crucial role in the health and stability of the future international relations,also involves lasting peace and prosperity of the world. And thus it is very necessary to make in-depth research on the further development of the democratization of international relations theory and practice.This article is divided into five parts. In the first part, the development process of the democratization of international relations is described including the meaning of democracy in international relations is defined and the development process of the democratization of international relations is described.
