With socio-economic and cultural development, deepening reform, some deep-seated social contradictions have surfaced, all kinds of natural or artificial disasters have been the occurrence of unexpected events increasing, the emergency increases day by day. To manage emergencies effectively is the responsibility of the Government. It is the obligations which the Government can not shirk to protect the public's right to know by information disclosure. Under the new media environment, the public is very easy to obtain and publish all kinds of information, which impact on the Government's thinking and methods of information management and increase the difficulty of management information.Chinese media reports of incidents experienced from the "not reporting", "delaying the report", "cheat" to "full and timely reporting". But in the process, "no broken no report," "the good instead of the bad", "one voice"and "seek instructions carefully first and then report," the inertia of traditional thinking still hamper the practice of China media, also resulted in a very non-good domestic and international impact. Viewing from the current study, the research perspectives of many scholars focus on"market prospects and business conduct of new media", "media reports of incidents", "how to deal with and respond to emergencies", "causes of emergencies" and "the significance of the Government's information disclosure, "and so on. Highlights of this article is that the new media, emergency and the Government's information disclosure under a unified comprehensive analysis of research, analysis of relations between new media and the Government, new media on the impact of opening the Government's information, which the Government using new media and traditional media process and response to emergency information the public needing effectively, the establishment of three-dimensional structure of information disclosure has some reference.This article is divided into six parts.The first part is an introduction. First introduces the current emergency information on the public, rumors in the media as emergencies, the relations between the Government's and media, new media's features and impacts. Secondly explaining the purpose, significance and methods of this article. Again interpreting the items, such as new media, emergency and information disclosure.The second part, the author introduces the process, power and role of the Government in the emergency information disclosure. The Government information disclosure has experienced a tortuous process. The main factors of impact of information disclosure include:firstly, gradually opening up policy. Secondly, the establishment of E-Government to promote information disclosure. Again, spokesman system has made information disclosure routine. Promoting the Government's information disclosure is mainly reflected in the first "building service-oriented government is the inherent power". Secondly, "the improvement of population quality". Again, "people asked for more information during the period of Social-Transfomation". Fourthly, "the development of information technology to promote the Government's information disclosure". The importance and necessity of open information is mainly reflected in:"to protect the citizens right to know", "stop the production and dissemination of rumors", "information collection and feedback to ensure the accuracy of the policy", "guide public opinion and maintain social stability" and "protect national image ".The third part is to study the impact of new media. New media has promoted the information dissemination great changes taken place at the individual, society and the Government. Major impacts of new media on traditional media focus on reducing the threshold of information dissemination, the public in status of information dissemination from passive to active. New media has brought many changes about information dissemination also, such as the Internet becoming the main channel of information dissemination, the public participating the community topic freely.The fourth part analyzes the Government how to disclose the emergency information by cases.The author selected the "5.12" Earthquake, "H1N1", Guangyuan Orange-Maggot, Qi County of Henan effect of radiation, "hide and seek", "fishing law enforcement," and the "Shishou" mass incidents. First of all, the author analyzes the character of the Government's information disclosure. Secondly, analysis of the information demand among the Government, new media and the public in emergencies, the third, "new media" challenges "the Government's information disclosure".Part Five explores the way how to construct mechanism of information disclosure under the new media environment orderly and efficiently. Game relations exist among the the Government, the public and new media. The Government value and support the development of new media, while the new media environment broadens the channels of communication between the Government and the public. Constructing information disclosure mechanism, we must learn from the experience abroad. For China, the Government must improve legislation and increase the ability using new media, to respond to emergencies。Part Six is the conclusion, a summary description of the article.
