Research On Information Disclosure Of Government Emergency Management Decision

Emergency management decisions is the core of emergency management, itepitomizes the core of the government’s emergency response capabilities. Betweenemergency management and social management, it shows the dominance relationship ofinterdependence, mutual promotion and coordinated development. With the progress ofthe disclosure of information in modern society and the popularity of network technology,government emergency management decision-making information public is becoming animportant symbol of modern emergency management, as well as the focus of attention ofthe community. Government has the maximum amount of information who announcedtimely, accurate and effective emergency management decision-making information isrelated to government emergency management efficiency. Government emergencymanagement decision-making information public is conducive to protect the public’s rightto know, to promote the government and the public work together to maintain the socialpublic security. At the same time, the information disclosure of government emergencymanagement decision is the inevitable requirement to achieve scientific, democratizationand modernization. Next, thepaper proposes the problems existed in government emergency managementdecision-making information disclosure through a combination of theory and practice. Forexample, lack of communication between government and the public, government’s lackof public decision-making procedures, and government lacks positive interaction with thenews media and so on. Again, by comparing the experience among Germany, Britain and Japan governmentemergency management decision information disclosure, combining with China’s reality,this article reveals the enlightenment of the successful experience of foreign countries’government emergency management decision-making information disclosure to ourcountry from the aspects of emergency management decision-making system andemergency procedures and so on.Finally, based on the problems existed in government emergency managementdecision-making information disclosure and the successful experience of foreign countries,put forward some policies to improve the government emergency managementdecision-making information disclosure of China from the public level, the legal level, theinstitutional level and so forth. Including changing the cognitive form of policy makersand the public, establishing reasonable and effective procedures as well as effectivecommunication and feedback mechanisms for emergency decision-making informationpublic and so on..
