In May 2008, Xinjiang's Altay Regional Discipline Inspection Department issued an "on the property declaration of the county (division) level leading cadres (Trial)." At the beginning of 2009, on the official website Altay published the property declarations of the newly-appointed 55 deputy county leading cadres and placed their property under the supervision of the public and the media, which provided the experiences for controlling the corruption from the source and further preventing corruption and provide a template for the establishment of the property declaration in China. In January 2009,700 city management cadres of deputy director level and above in Cixi (Division), Zhejiang Province completed publicity of the incorruptibility. In March 2009, it was issued, in the Plenary Session of the Commission for Discipline Inspection in Liuyang city, Hunan Province that a system of property declaration and incorruptibility publicity of the public officials will be established in 2009. This is in line with our usual practice to create a new system-starting from the pilot, and then spread across the country. From this we can see that the national implementation of financial disclosure system is an inevitable trend. Therefore, the researches on the property declaration system implemented in Altay and other regions and the proposal of improvement measures are of practical significance.Based on the study of International Transparency Corruption Perception Index ranking, the paper figures out that the property declaration system is indeed an effective "anti-corruption tool". The current situation of corruption in China is alarming, the CPI index was between 2.5 and 5.0 for four years-a serious corruption. the critical moment to need to use the "anti-corruption tool" is coming. Among many causes of the current corruption in China, one important reason is the unsound power monitoring system, the lack of the system of controlling corruption from the source. Based on the study of Singapore and Russia property declaration system, and the study of Altay regional implementation of the property declaration system of leading officials,_absorbing the essence and discarding its dross, property declaration system and supporting measures are designed in line with China's national conditions, which try to establish a feasible property declaration system, and play a real role to their source control and prevention of corruption. Of course, in China there are still many conceptual, institutional, technical barriers preventing the property declaration system from spreading and exerting effective influence in China. There are many problems in Altay trial itself. First of all, there are flaws in the system design. For example, the subject of the declaration is narrow, whose declaration subject is only Altay prefectural jurisdiction county (division) level leading cadres. Besides, income declaration adopts the principle of the combination of secret declaration and open declaration, of which the secret part is to declare without the publicity in any form, which is precisely the "sensitive areas" people most concerned about and the most critical part public and media should monitor and is also where the leading cadres go wrong easily. The key income report does not open, so the process of reporting is almost equivalent to "Table-filling+Filing" form, not really playing a supervisory role. Also, they don't fully look into the responsibilities of those who fail to declare or illegally declare and so on. Second, the implementation is like going through the motions. It is not surprising because of the problems of the system design itself, the unsound accountability looking-into, the lack of supervision of the examination authorities, the limited supervisory role of the media and the public. Despite the existence of these negative factors, as long as the highest policy-making level have the determination and courage, ways can be found to overcome all the obstacles and solve all the problems.This thesis is divided into four parts. The first part is the introduction. The second part outlines the property declaration system, which demonstrates the basic theory of property declaration system, the origin and development of property declaration system, an effective anti-corruption tool of the property declaration system, and implementation and significance of the system of property declaration in Singapore and Russia. The third part introduces the realistic background of building the property declaration system of public officials in China. First of all, corruption of public officials in our country is studied. Second, the history and present situation of property declaration system in China is introduced. The third, one of the focuses of this paper, the approaches, characteristics and existing problems in the implementation of the property declaration system in Altay are discussed. Based on the analysis and comparison, advanced experiences have been summed up, problems are identified, laying a realistic basis for the system design. The fourth, the paper introduces the major obstacles faced in the full implementation of our system of public officials to declare the property. The fourth part, the top priority of this thesis, is property declaration system designs and related measures designs based on China national conditions, which include legislative protection, declaring system design, and declaring supporting measures, mainly about the subject of declaration, declaration scope, declaration categories, declaration acceptance and procedures, declaration review authority and review procedures and declaration system supporting measures and so on.
