Among 55 ethnic minorities in China, there are 22 ethnic minorities ,which number are below 10 million. These ethnic minorities are considered as less populous ethnic groups, including Gaoshan, Monba, Lhoba, Ging, Maonan, Jino, Achang, Blang , Nu, Derung, Primi, De'ang, Hezhe, Tatar, Tajik, Russian, Oroqen, Ewenkin and other ethnic minorities. From the number of population, 55 ethnic minorities compared with Han ethnic groups are not only minority, the ethnic minority compared with 55 ethnic minorities are but also "few and far between." According to fifth national census in the 2000 years, the total population of 22 less populous ethnic groups are 632,434. They are accounting for 0.05% of the total population. They are accounting for 0.6% of the total population of 55 ethnic minorities. These peoples are mainly distributed in Inner Mongolia, Heilongjiang, Fujian, Guangxi, Guizhou, Qinghai, Xinjiang. They are mainly distrbuted in 10 provinces (regions) of 86 counties, 238 townships, 640 administrative villages.Due to natural conditions, historical and other reasons, 22 less populous ethnic groups are small number of populations. The level of economic and social development is still relatively backward, poverty is still prominent, health conditions are poor in less populous ethnic group areas. With the in–depth implemetation of the western development, well-off society and building a socialist harmonious society, the development of less populous ethnic groups are becoming an important national issue. In response, the Central Committee and State Council attached great importance to the development of less populous ethnic groups. In the new century, they specify the importance and necessity of fast development of less populous ethnic groups. They formulate , organize and arrange the measure of supporting development polices of less populous ethnic groups.To focus on promoting the development of supporting development polices of less populous ethnic groups and go to the wealty road, according to the requirements of State Council's and State department , the relevant state departments formulate the plan of supporting development polices of less populous ethnic groups. In particularly, in May 18, 2005years, the State Council executive meeting discusse and adopt " Supporting Development Polices Of Less Populous Ethnic Groups Plan (2005-2010)",as one of the special plan of the national "Eleventh Five-Year". The State Ethnic Affairs Commission, National Development and Reform Commission, Ministry of Finance, Bank of China, State Council Poverty Alleviation Office organize the task to supporting development polices of less populous ethnic groups. China's 22 less populous ethnic groups welcome a golden period of a rapid, comprehensive and healthy development.In this paper, supporting development polices of less populous ethnic groups and its practical effectiveness are the object of study. This paper analysis and interpretate " Supporting Development Polices Of Less Populous Ethnic Groups Plan (2005-2010)". This paper is the target of Inner Mongolia Autonomous Region's to supporting national development policies, and based on investigation and research to practical measures, practical achievement and the issues of process in practing in supporting development policies of less populous ethnic groups. This paper put forward to the specific recommendations on continue to implementation on supporting development policies of less populous ethnic groups and accelerating the comprehensive development of less populous ethnic groups.
