As defined in the Development Project of Supportive Ethnic Minorities with Small Population (2011-2015), promulgated and carried out in 2011, there are 28 ethnic minorities with small population, among which the Jing, Maonan and Mulao people respectively inhabit in Dongxing City, Huanjiang Maonan Autonomous County, Luocheng Mulao Autonomous County and Liucheng County. The Party and Government pay high attention on the development of ethnic minorities with small population and stipulate specific supportive policies which have been lasted for more than ten years, leading to prosperous situations with economic development, social harmony, ethnic unity, amiable neighborhood and consolidated frontier. However, unsettled problems and challenges still lie in the implementation of these policies. This article focuses on the implementation of development policies for supporting the ethnic minorities with small population, which are set by the above mentioned four counties (cities). Under document analysis, case analysis, on-site analysis and public policy analysis as tools, it is suggested that Guangxi should persist four principles, namely, equal-opportunities, self-development, combination of ethnic and regional factors and accurate poverty alleviation, and should set four aspects as strategic focus, namely, theoretical research, legal system, expanded planning scope and top-level design. In the end, Guangxi will promote the communities of ethnic minorities with small population to become a well-off society in an all-round way as other regions in Guangxi and China did, through strengthening infrastructure construction, developing local industries, conducting social programs, enhancing professional training and ethnic unity.
