Since the reform and opening up,especially after the entry of the new millennium,China's economy has been developing at a high speed,followed by more and more frequent is also the population migration.In contrast,China's Northeast is struggling economically.In China's Northeast,the population of ethnic minorities in the more remote and poor areas is faced with the current environment and has a strong desire to flow outward,forming an active outflow of the population of ethnic minorities.As a typical heavy industrial city with exhausted resources in China's Northeast,FS has suffered from stagnant economic development or even shrinking in recent years.The city has more than 30 ethnic minorities,with a population of nearly600,000,and a typical multi-ethnic city with a population of more than 80%in some areas.It can be said that the problems existing in the management service mechanism of the outflow population of the ethnic minorities in FS are very representative in China's Northeast.This paper takes FS as an example to fully analyze the current situation of the outflow population and management service of ethnic minorities in the city,and conducts investigation and research on the existing problems of management service.First,by means of documentary investigation,questionnaire survey and interview survey,the reasons for the phenomenon of outflow of ethnic minority population in the city are explored,and the problems existing in the management service of outflow of ethnic minorites population in FS are explored:ethnic minorites population outflow of policy support is insufficient,lack of trust to relevant departments,lack of social support.Then,the reasons for these problems are mainly explained:characteristic industries of ethnic minorities are not fully supported by policies,the relevant policies are not publicized enough,the policyidentification is poor,the relevant administrative departments are short of administrative resources,the relevant administrative departments have misunderstandings in management services,and the government is insufficient in administrative guidance in social support.Finally,it puts forward the countermeasures and suggestions to improve the management service level of the outflow population of the ethnic minorities in FS:formulating policies for the economic development of characteristic industries,strengthening policy publicity,strengthening policy identification,optimizing the allocation of administrative resources,stepping out of the misunderstanding of management services,and strengthening the administrative guidance role of the government in social support.It is expected to provide feasible suggestions for the city to retain the human resources of ethnic minorities for the revitalization of its development and make a contribution to the sound economic development and revitalization of FS.
