Research On The Implementation Effects Of Supporting Policies For Ethnic Minorities With A Small Population In Jinuoshan Township, Jinghong City

Less population ethnic group refer to 28 ethnic minorities with a total population of less than 300,000.The 19 th National Congress of the Communist Party of China and the "much starker choices-and graver consequences-in" promote the development of national regions and less population ethnic group plan are intensify efforts to support the old revolutionary base areas,ethnic minority areas,border areas and poor areas development,let the less population ethnic group learn to teach,live in somewhat,get medical care,get old and have a healthy life.First of all,this paper systematically reviews of the policies concerning industry support,education support,social security,and medical support for the less population ethnic group in Jinghong city and Jinnushan township,and conducts field research on the Jinuoshan township through questionnaire surveys and interviews.At the same time,using the Meter-Horn model to analysis the survey data,we find that there are several factors the restrict the implementation effect of supporting policies in Jinuoshan township of Jinghong city.From the policy itself,policy orientation and target does not match;The resource gap of supporting policy is large;From the perspective of policy subjects,it is the lack of motivation of policy enforcement personnel,poor performance of executing agencies and lack of communication and coordination within the policy implementation organization.From the perspective of policy environment,the complex policy execution environment in ethnic areas causes the internal differences of supporting objects to be ignored.Secondly,from the perspective of the Deborah Stone's policy paradox to deeply analyze the effect of less population ethnic group support policy in Jinuoshan township,and the main reasons for influencing the implementation of policies were found to be:self-interest appeal to support object but not ignored,workloads pay subsidies,busy to deal with the tasks assigned by higher authorities and departments,supportive policy resource are relatively insufficient,lack of information sharing among implementing agencies and executive,the complex environment of policy implementation in ethnic minority areas.Finally,Meter-Horn model is used to propose suggestion for improving the implementation effects of support policy for the less population ethnic group in Jinuoshan township from six aspects:allow support policy executors and beneficiaries in the process of policy making,to set up the support policy executive incentive constraint mechanism,clear responsibility boundary executing efficiency,increase policy support resources supply investment,establishing the information sharing and coordinated mechanism,respect the local ethnic areas and allows flexible implementation.
