Analysis On The Government-enterprise Relations From The Perspective Of Development Zone

The government-enterprise relations not only is the important issue running though the process of China's economic reform, but also it is the urgent need for political reform in China. Chinese Government also attaches great importance to reform the government-enterprise relations, and has been active in exploring the theory and methods of adjusting the government-enterprise relations. Though it has achieved certain results in the government-enterprise relations currently, the non-standard issue of the government-enterprise relations has not been resolved really. The root cause that caused the non-standard is the role conflict and the positioning error of both "referee" and the "players". Therefore, the transformation of government functions is the only way to adjust the government-enterprise relations. Under the context of our country changing the government-led market economy to market-oriented market economy, building a public service government is the best path to promote the transformation of government functions and to adjust the government-enterprise relations.This paper breaks through the focus of analyzing the government-enterprise relations and it puts its respect on the government-enterprise relations of Development Zone. It mainly takes the state-level economic and technological development zones and high-tech development zones as the study objects. It aims at studying the reform of Development Zone and the institutional transformation of the local government, explores how to follow the economic and social development law, analyzes the reasonable boundary of the relationships with the government, the market and the society, and then considers the rational implementing way of social rights and benefits and government functions. This paper analyzes the development of Development Zone, makes a definition for the concept of Development Zone, analyzes the various stages of Development Zone, points out the Development Zone's functions, and then makes the status of the Development Zone clear and study the government functions of Development Zone during the development process and the government-enterprise relations of Development Zone. Through describing and analyzing the interaction relationship with enterprises and the operation ways of Kunshan Development Zone, it obtains the functions of the management council of Development Zones, analyzes the characteristics of government-enterprise relationship of Development Zone. Through studying the governance model of Development Zone and carrying out the international comparison, it summarizes the"ought-to-be"state of Chinese government-enterprises relations of Development Zone, that is, cooperation and mutual supervision relationship model. Based on this, it puts forward the implementation mechanisms of achieving the cooperation and mutual supervision relationship model. This paper analyzes the trend of development zones, and then analyzes the changing of governmental patterns and the basic trend of local government functions brought by the government reforms through the demonstration value of government-enterprise relations in Development Zone.
