Research On The Governance Of Local Government In The Development Of Internet-Based Vehicle Appointment In China

In recent years,with the constant innovation of people’s travel modes,the "online car appointment" has gradually appeared in everyone’s vision.This new way of travel uses the form of renting cars on mobile phones or computers to facilitate people’s outgoing activities.Of course,this new mode of travel provides convenience to people,but at the same time,it also adds some drawbacks.First,it is more difficult to supervise and manage this kind of car rental.Second,it has also brought certain influence to the original taxi industry.Based on the current situation,combined with the relevant departments,we formulated the solutions to their business services,and put forward the views and suggestions for the rectification of the contract car,so as to make the travel of the contract car more legitimate.Although the state has announced some relevant measures,there are still different levels of loopholes in the specific implementation.The high requirements and high standards in some areas make the implementation of the net-based car contract meet with great resistance.The self-system of the online car industry is incomplete and is still being explored,which makes it more difficult for the government to supervise it.At present,the supervision of the Internet game car is still in a weak state.Although the attitude towards the Internet game car has improved from the absolute exclusion at the beginning to the gradual acceptance at present,the loopholes in the Internet game car need to be strengthened to make the Internet game car more safe and reliable,to ensure the safety of people’s travel,and to effectively guarantee the safety of people’s personal and property.Nursing,passengers’ personal privacy should not be disclosed,etc.Based on the theory of government governance,the theory of government regulation and the theory of shared economy,this paper classifies the different regulatory policies of local governments.Taking Beijing,Guangzhou and Hangzhou as examples,this paper analyses the problems of weak authority of relevant regulations,unsatisfactory effect of policy implementation and inadequate supervision when governing online car appointments,and then aims at these problems.Suggestion analysis of the problem.In addition,through combing and drawing lessons from the foreign government’s policy of controlling online car-booking,this paper studies the original car-renting supervision mode,combines the specific situation of our country and various influencing factors,and based on the actual situation of the Mainland of China,establishes four suggestions for standardizing the online car-booking system.Firstly,we should establish and improve the relevant laws and regulations on online car booking.Second,improve the supervision mechanism.Thirdly,we should clarify the power-responsibility relationship of local governments and establish the responsibility system of network operation platform.Fourth,strengthen the implementation of local government policies.
