A Study On China's Census Register System Reform Under The Public Financial System

With the further development of socialist market economy, the public financial system has been established basically in our country .The freely movement of labor elements, the urban-rural integration, the industrialization of agricultural areas, the equalization of public services, the protection of the interests of migrant workers and so on all demand our country to speed up the process of the census register system's reform .Then we confront a problem:"What make the census register system's reform fall into Dilemma? What public financial problem are behind the reform of the census register? As a provider of public goods, how the government should do to provide a effective census register system which is suited to the development of the socialist market economy. On the basis of the existing research,this paper work has done a further analysis systematically. As follow:One:Introduction. It contents the background and the significance of the topic research,related literaturer eview and the basic framework of the article.Two:It do an overview about the processure of current census register system's development , described the drawbacks and the direction of reform throught analysing its features, discuss the reform dilemma of census register system in our country.Three:It pointed out that the reason why the process of the census register system's reform is so slow is that the issue caused by out country's public financial system is not been settled effectively.Then it expounded the reasonable financial income and expenditure system which is based on the theory of public finance . Fartherly this paper described the actual situation about the income and expenditure between the urban and the peasantry in our country.Four:It discussed the functions of our government in institutional changing, perfecting the public finance system and the establishment of an effective population management system. Five:It do some complementary and summary to the topic to point out focal points about this study.During the course of study,this thesis employed the methods of theoretical analysing combined with data demonstrating. The topic established a research framework about the reform of our country's current census register system,which lead the key of the census register system's successful reform to the settlemet of the real public financial issues in our social life.This paper work makes the institution as a public goods,the study on the reform of our country's current census register system left us referencial experience and inspiration about how to solve other institutional problems in our country , at the same time it also raise new thinkings to us to complete and perfect the system of public finance in China.
