It exists with its rationality and necessity. It has made great contribution to our socialist construction. But with the rapid development of our market-oriented economy, the present supervisory census register system can't adapt to the need of present market situation and it even become a bottleneck which obstructs the development of the market economy 80 reforming the present census register system is the voice at present. All kinds of speeches to reform the census register system emerge in an endless stream. The government has gradually made many new policies and taken some measures about reforming it. It is certain to say that the reform of the present census register system has appeared a new look and a hundreds schools of thought contending. This thesis uses historic comparative and inductive analysis through investigation, looking through materials and combining public security experience to relate comprehensively the necessity and urgency and it obviously put forward that reforming the census register system must be enforced.The thesis relates the formative procedure of the census register system, its historic contribution, disadvantages and the necessity of its reforming. This article tries to relate from all the aspects the necessity and the direction to reform the census register system under the condition of the socialist market-oriented economy for the time being.
