Research On The Reform Of Chinese Household Registration System

The household registration system is a basic national administration system. The traditional household registration system which is directly linked with land is a kind of population management mode based with the family. Modern household registration system is a kind of population management mode which the state to collect,to conform,to registrate the births, deaths, citizens kinship, legal address etc of the people. Modern household registration system can protect the the rights and interests of the social welfare,education and employment. Household registration system of the People's Republic of China of the People's Republic of China is the household register population management policy which is on its citizens of the implementation of the household. Census register shows the legality of natural person in local life.For a long time, the formulation and implementation of the People's Republic of China population management policy is built on this system. The characteristic of China's household registration system is to divide people into the agricultural population and non-agricultural population according to regional and family members. This practice is played a positive role in founding periods. With the recent wide of the communication between the city and countryside,however,this system divide people into different social levels, Hindering the free flow of people, violating the right of free migration in constitution. The household registration system has caused the unfair of education rights and blocked the further development of economic. So it has caused more and more widespread controversy and criticism.So the current reform of household registration system in China is already one of the topics concern. The reform of the household registration system adapt the socialist market economic development, adapt to countrie's carrying out the strategy for western development, improve the allocation of talent resource by the marketization and ensure China's economic develop stably for long-term.Now,the goverments of the country accelerates the pace of household management system reform combined with local reality.At the end of 2005, China began to reform the household registration system, Until March 2009, Hebei, liaoning and other 13 provinces, municipalities and autonomous regions have cancelled agricultural registered permanent residence and agricultural registered permanent residence classification.At present,the aim of the reform of the household registration is to ensure that the urban and rural residents have equal status in front of the social opportunity. It introduces the household registration system of foreign advanced countries and Hong Kong, Macao, Taiwan.The fifth part is the defect of our current system and the current situation of the household registration system.The sixth part is how to reform our current household registration system and the main drawback of household registration system in China.The seventh part is an epilogue, mainly about the summary of this exposition.
