Under China-ASEAN Free Trade Area, the strengthening of regional economic integration, promoting regional economic development, the Pan-BeiBu Gulf sub-regional economic cooperation zone concept proposed is in tune with the development requirements of the times, it has important practical significance., After the concept of Pan-BeiBu Gulf sub-regional economic cooperation was introduced, it received government support and other countries responded positively. The ocean is the geographical basis of establish the Pan-BeiBu sub-regional economic cooperation zone, as an important position, so the legal arrangement for the sub-regional sea cooperation is concerned by governments and scholars. Related to international economic law and international law of the sea theory, this article tries to research on the Pan-BeiBu Gulf sub-region sea cooperation mechanism based on the participating sea cooperation between countries in Pan-BeiBu Gulf sub-regional, and involved to start a focused discussion in several key areas of sub-regional maritime cooperation. First, discussing the legal system related to the marine, maritime legal system and the definition of sea cooperation, and then define the Pan-BeiBu Gulf sub-regional sea cooperation, says that the sub-regional sea cooperation and participation of the main range is different from other areas of the sub region's economy cooperation, it only with the rights of the BeiBu Gulf Marine State or State-authorized entities. At the same time, the paper also establishes the legal framework of the cooperation mechanism based on the existing legal basis. In addition, the article also gives views about marine offshore oil exploration and development cooperation mechanisms, fisheries cooperation mechanism, marine environmental protection cooperation mechanism, maritime security cooperation mechanisms and sub-regional maritime cooperation dispute settlement mechanism.Accordingly, the thesis is divided into five chapters, the following major elements:Introduction describes the Pan-BeiBu Gulf sub-regional sea cooperation and Pan Gulf sub-regional economic cooperation. Pointing out that building sub-regional sea cooperation mechanisms has many difficulties and the significance of this writing.Chapter 1 first gives overview of the relevant sea cooperation in ocean; second define the Pan-BeiBu Gulf sub-regional maritime cooperation, and noted that cooperation in the Pan Ocean has important strategic significance in sub-regional economic cooperation. Finally, analyze the current sub-regional cooperation within the marine situation, and the feasibility and necessity of the establishment of sub-regional sea cooperation mechanism.Chapter 2 is an introduction to the Pan-BeiBu Gulf sub-regional cooperation in the field of ocean-related legal issues. First analysis of the sub-regional maritime cooperation in the field of the current legal basis for the participating countries of the sub-regional domestic law of the sea and the maritime legal system, China-ASEAN Free Trade Agreement, "United Nations Convention on Law of the Sea," compared discourse; second analysis times regional maritime cooperation mechanisms and the regulatory scope of issues related to protection of the building. Paving the way for later chapters'discussion.Chapter 3 and chapter 4 is focused on the content of the paper, pointed out the general framework for the establishment of the Pan-BeiBu Gulf sub-regional sea cooperation mechanisms with the overall objective of the basic principles. Respectively, from the legal point of view, in the field of sub-regional sea cooperation, the offshore oil exploration and development cooperation mechanisms,fisheries cooperation mechanisms, marine environmental protection cooperation mechanism, maritime security cooperation mechanism, the port cooperation mechanisms were analyzed, and the author's own recommendations.Chapter 5 first introduce is the dispute settlement mechanism in the law of the sea; second give the design of the proposed dispute settlement mechanism of Pan-BeiBu Gulf sub-regional sea cooperate based on the characteristics of this sub-regional; Finally, analyze the marine maritime legal system in China, and describes the legal system of China's maritime legislation, law enforcement, judicial status and problems, and then puts forward strategy for Chinese response to the Pan-BeiBu Gulf sub-regional maritime cooperation.
