As the world economic globalization and regional economic integration gradually strengthened, through regional cooperation to promote regional economic development becomes the inevitable choice in constructing socialist harmonious society. To build up a healthy and orderly City Groups of Beibu Gulf regional administrative coordination mechanism, City Groups of Beibu Gulf coordination cooperation between the four cities can break the limitation of administrative divisions, form the City Groups of Beibu Gulf regional policies and economic overall layout of the new model, promoting the development of the Beibu Gulf Economic Zone harmonious development has very important realistic significance.First, this paper analyses major problems of regional administrative coordination from existing condition of City Groups of Beibu Gulf regional administrative coordination using of survey research methods:Guangxi Beibu Gulf Economic Area Planning Commission effectiveness is not strong; the regional cooperation level is not high; city group has local protectionism and the technical of administrative application is not full.Second, this paper uses DEAP2.1software based on established DEA and Malmquist index model, analysis the problems:the four cities in city groups of Beibu Gulf administrative technical efficiency and scale efficiency, four cities and urban agglomerations "virtual area" administrative technical efficiency and scale efficiency and Malmquist indices situation. Found that the rapid development of its administrative efficiency, but the existence of local protectionism, and the unstable internal cooperation between cities, no fixed mechanism, the administrative and technical backwardness.Third, this paper provides regional administrative coordination Development of policy recommendations. Management Committee to improve the use of administrative system, promote the coordinated development of the regional administration, specifically:integrate government powers and responsibilities to enhance the effectiveness of the regional administration coordinative; integrate government functions to speed up the construction of service-oriented government; integrate governmental cooperation mechanism to achieve regional administrative sound and rapid development; adjust administrative divisions of City Groups of Beibu Gulf to increase regional administrative coordination of efforts.
