Study On Cooperative Mechanism Of Local Government Beibu Gulf Economic Areas Of Guangxi

Beibu Gulf Economic Areas of Guangxi has developed at a fast speed since it developed into national development strategy.The local government made and carried out economic development strategy rapidly.They established presentation at other areas outside guangxi even abroad for attracting investment,and strengthened cooperation with other local government. In comparison, the local government has neglected exchanges among cities in Beibu Gulf Economic Areas of Guangxi which lead to disorderly and weak competition and low- level cooperation, this situation demand integration process greatly for eonomic areas. According to this article,if this problems continue,the whole eonomic areas would lack enough cohesion and competitiveness,even if it could attract abundant money and larges of resources,which would loss or waste at last. As the saying goes,if we grow plane tress well,arabian birds would come to make home form other place. The eonomic areas has the ability to attract all kinds of resources for retaining and developing only of it improves internal environment. A perfect cooperative mechanism of local government can supply a good internal environment for the eonomic areas.Therefore, it is necessary for cooperation among local governments,and the level of cooperation is determined by governmental benefits, restricted mechanism and communicative platform. If we deal well relationship of governmental benefits, regulate administrative acts and supply a good communicative platform, cooperation mechanism will be ensured better progress. This paper analysis by means of game theory and stakeholder theory, study on relationship of governmental benefits, on this basis, answer the question of governmental cooperation,take interest distribution as driving force to establish prompting mechanism,take supervision and sanction as a rule to establish external constraint mechanism,and strengthen the bond among Nan-Bei-Qin-Fang four cities by communication of local government,then set up a combination of within and without and operative governmental cooperative mechanism.
