China's Rural Social Assistance Payment Of The Loss Of Analysis

Social Assistance is a method that the government reallocates the national income and provides assistance to those social members who are not able to maintain the minimum living standard for natural disaster or other economic and social reasons. Unlike other insurance based social security forms, the purpose of Social Assistance is to ensure the minimum living standard of social members.Specifically speaking, Social Assistance System in Rural Areas is composed of the system of maintaining minimum living standard, the system of living assistance for extremely poor families, the system of living sustaining for the Five-Guaranteed-Families, the system of medical assistance, the system of educational assistance, the system of housing assistance, the system of legal assistance, etc.This system provides assistance in various forms, including, among others, cash assistance, material assistance, service assistance, as well as working support instead of assistance. And cash assistance is the main form as well as the most widely used form in social assistance of rural areas.As an important part of Agriculture-Specific-Fund, rural social assistance fund is fundamental for the basic production and life of peasants, and plays a crucial role in maintaining harmonious and stable development of rural areas. It can be called"the last security network"to ensure basic life of rural social members.Therefore, the government is trying every means to ensure the allocation of rural area social assistance fund and increase support for it. However, at the same time, the capital loss problem of rural area social assistance fund is deteriorating in recent years, which results in negative impact.Based on theoretical and case analysis of the capital loss problem of rural area social assistance fund in our country, with reference to foreign experience and combined with the reality of rural areas in our country, this paper brainstorms the counter-measures against the capital loss problem of rural area social assistance fund in our country.The paper is composed of five parts:The first part gives an analysis of the status quo of capital loss of social area assistance fund in Chinese rural areas. On the one hand, the government increases the capital flow of rural area social assistance fund, and on the other hand, some local social assistance organizations cut some of the fund, which lead to large part of rural area social assistance fund lost.Secondly, the management system featured by multi-taches and multi-departments contributes to the capital loss of social area assistance fund. Rural area social assistance fund is managed by various departments, and its management chain is too long, which are also reasons for the capital loss of rural area social assistance fund.At last, rural area social assistance fund is lost because of cheating, false report and embezzlement by concerned teams and staff of social assistance fund management departments, which result in invisible loss of the fund.The second part gives an analysis of the causes of funds loss of rural social attistance.It includes six aspects: firstly, the basis of social assistance in rural areas lags behind,which mainly refers to the long-term dual social assistance and the weakness of the basis of rural social assistance.Secondly, rural social relief system defects,which means that the management of social assistance system is not sandard, as well as the supervision mechanisms is not sound.Thirdly, there exists the thoughts of tolerance among farmers. It refers to social assistance's delay and supervisor'negligence.Fourthly, local governments abuse of power for personal gains. It means that economic relations is abnormal and implementation of local funds is inadequate.Fifthly,a social relief system is lack of corresponding legal basis.It means that the relevant law and regulations of rural social assistance are not perfect.Sixthly,information of rural social relief is asymmetric. It means that the information between relevant agencies,supervision departments and the masses is asymmetry, resulting in social relief funds's loss.The third part gives an analysis of the harmfulness of major social assistance'loss.First of all, it weakens positive effect of the social assistance, and also weakens the social harmony and stability in rural areas. Secondly, because of rural social relief funds intangible losses, overall rural social relief funds operates improperly.Finally, it also caused negative effects of social assistance infinite zoom, and it threatens the social harmony and stability,which is not conducive to healthy development of society.The fourth part gives an analysis of foreign experiences and enlightenment in dealing with the social assistance funds.Through researching the rural social assistance in the United Kingdom, the United States, Sweden and Australia, we wan use their experiences in social assistance to complement shortage of work of China's rural social assistance ,and obtain the enlightenment,in order to perfect our rural relief system. The fifth part mainly discusses the ways to prevent the loss of rural areas' social relief funds. Firstly, it mentions the establishment of the mechanism of the ways to prevent the loss of rural areas' social relief funds. Secondly, it mentions the enhancenment of the supervision of rural areas' social relief; Thirdly, it meantions how to make the rural areas' relief work develop in an orderly way by means of strengthen the vast peasantry's relif awareness; Fourthly, it mentions that the promotion of the staff's quality can play a positive role to conduct the social relief work effectively; Lastly, it mentions that perfecting laws and regulations is very important to prevent the loss of rural areas' social relief funds.
