Research On The Social Assistance System In The Overall Arrangement Between Rural And Urban Areas

Social assistance system, as the lowest level of social security system, its development not only relies on economic base, but also depends on political factors. Because of the economic, political, and long-term urban-rural dual structure, the social assistance system in China is dual partition too. But with the development of society and economy, the traditional social assistance system has been unable to meet the demands of the people. New social assistance system must be established.From the perspective of the institutional arrangements, we present a new social assistance system model by using economics and social security theories. Specifically, this paper mainly focuses on the following questions:A: According to the literature collection, we find the advantages and disadvantages of the four social assistance models, and then we review and summarize the current research on the social assistance system.B: Using relevant theoretical and empirical evidence, we show that it is necessary to establish new social assistance system. Because,first, with the reformation in economic system, most of the laid-off workers do not have unemployment insurance,the original ground social security system has been broken. Second, the social assistance system between rural and urban areas has too many differences like security level, coverage, system design. Then by comparing experiences in the social assistance system on some countries, and research on the achievements in China's current economic and social development, we conclude that no matter from the condition of economic, political or system, we have the opportunity to establish new urban and rural social assistance system.C: The obstacles. Through research on the historical data, the experience as well as the empirical analyses, this part point out the social assistance system obstacles. First, there exists a regional difference in the level of social assistance. Second, along with the social assistance system become complex, the management of social assistance system becomes more and more chaos. Third, the different needs of various organizations make it hard to avoid paradox of incentive and prisoner's dilemma.D: The way to build the new social assistance system. First, according to the principle,"fair, proper, complete coverage and teach them the way to make more money"this part gives us the comprehensive social assistance system model. Then, we give the relevant supporting policy and the implementing steps.Finally, the paper presents the conclusion.This paper gives new social assistance system from the angle of system construction to solve the existing problems of social assistance system and provide a new thought which is a kind of system innovation.
