Under The Background Of Urban And Rural Areas As A Whole Najiangshi Study On Problems And Countermeasures Of Rural Social Assistance

The social assistance can promote social fairness; guarantee the lowest living standard and keep the dignity of the inferior people. It performs an important role in the development of the economic society, which is also related to the social stabilization, solidarity and harmony. The issue on the rural social assistance of Neijiang in the background of overall planning of urban and rural areas is a focus of attention under the circumstance of the current urban-rural dual structure. In particular, the social assistance policy in both the rural and urban areas in the undeveloped cities has not been shaped actively at present. Therefore, it is pertinent and effective to take Neijiang, an undeveloped city of the Western China as an example to study the social assistance policy in both the urban and rural areas. The research not only has practical and theoretical significance, but also great application value.Investigating method, the method of document, case-study approach and the comparative analysis approach are employed in the thesis. By analyzing the current situation of the rural social assistance in Neijiang and the five main regulations implemented presently (the income security, the medical aid, the five guarantees assistance, the disaster relief and the temporary assistance at hard time), the thesis is going to point out some problems existing in the rural social assistance system of the city, such as inadequate financial input, low standard, narrow extent, little social involvement and underdeveloped system. Meanwhile, after comparing the rural and urban social assistance in Neijiang, the author finds such problems in the rural social assistance as fewer projects, slower implementation, lower standard, narrower extent, and slower speed. Taking the current situation of constructing harmonious society into consideration, the author reaches the conclusion that it is very necessary and urgent to carry out the social assistance both in the urban and rural areas. The thesis also digs out the reasons of these differences, the lack of social cognition, the policies of the higher authorities, and the insufficiency of local financial funds and so on.In order to fully put the rural social assistance in Neijiang into effect, based on the theories and related practice both at home and abroad and the practical situation of Neijiang, the thesis figures out that those urban and rural gaps in social assistance should be bridged, its system, standard and funds in the urban and rural areas should be unified; social assistance in both areas should be integrated; and its standard and extent in the two areas should also be equalized. Thus, the masses can gain the benefits of the harmonious development of economy, In the specific work, the principles of integrating the urban and rural areas; fairness, equality and consistent standards; the government taking the major role while the society taking the minor role; highlighting the emphasis and achieving breakthrough first; proper sequence and steady progress must be followed. According to the concrete ways of the rural social assistance in the condition of overall planning of the urban and rural areas in Neijiang, the assistance standard and projects in the two areas should be unified in order to bridge the gaps gradually; the system and the ways of income certification in the two areas should be integrated; key projects should be promoted together and the masses’main problems should be solved; and the methods of raising funds in the two areas should be unified in order to use it together. In order to guarantee them, the following ways are employed:choosing the experimental units first and then developing the system step by step; saving funds and enlarging input; widely encouraging the masses to take part in the assistance; promoting the income growth and reducing the numbers of people who are assisted; and laying down rules.The thesis eventually draws the conclusion that it is feasible to fully carry out the social assistance system both in the urban and rural areas in such an undeveloped area of the Western China as Neijiang. It provides new thoughts for implementing the rural social assistance in the background of the overall planning of the urban and rural areas in Neijiang and theories for guiding the work in the undeveloped areas.
