Study On Administrative Assistance System

In recent years, as China's increasingly complex administrative and social practice, the administrative functions of the principal requirements for higher and higher. Administrative assistance, as one of the ways of cooperation between the administrative body, not only ensures a better uniformity of the exercise of executive power, integrity, improve administrative efficiency, but also to better protect the interests of the administrative counterpart, is China's administrative law on an important system. At present, foreign-related civil law countries the study of the system is more mature, and most countries in uniform, "Administrative Procedure Act" in the system made a more specific provisions. In China, the academic study of this theory are only just started, so far there is no legal its uniform regulations, administrative subject matters are often inter-related assistance to the lack of procedural norms, in practice, there are more problems. Therefore, it is necessary administrative assistance for the system to further deepen the research and learn to perfect our system architecture and standards to help run the program to meet the practical needs of administration.This paper uses a comparative analysis and logical analysis of research methods. First, the system of administrative assistance to the basic theory and its supporting concepts, value function of a more comprehensive analysis; followed by the relevant foreign countries and regions to compare the administrative support systems for research and reference, and on this basis, analysis of China's administrative support system legislation and practice in the current situation and existing problems; Finally, in the induction of foreign legislative experience and summarize the status quo of China's administrative support system based on the proposed administrative support system for the improvement of our ideas and measures.In addition to the introduction text, the total is divided into five parts, each part of the contents are outlined below:The first part, an overview of basic theories of administrative assistance system.
