Since the late 20th century, the speed of the development of the situation of public administration has been rapid. In administrative countries, under the enormous pressure of the government of all kinds of abilities, how to get rid of the phenomenon of deficit, the legalization of management crisis and administrative inefficiency has become a serious task. In response to this challenge, the common practice of all the countries is "decentralization, using the limited government resources to those most in need, improving efficiency and authority, and the full fuctions of non-governmental organizations in the social life, bearing the burden which was taken by the government". Therefore, if we say that in the first part of the 20th century, the world trend of administrative reform and the result was the expansion of powers and functions of the government, then, the last half of the century, the characteristics of administrative reform was the flinching of the scope of government intervention and the back of market value and the social basement. We call the process which transfers government fuctions in to non-governmental organizations through all kinds of ways the socialization of the executive power. The following thesis will base on the practice of our society, trying to clarify the necessary conditions of the socialization of the executive power, reshaping the theoretical foundation of the socialization of the executive power, forming the fundamental principles of the socialization of the executive power, in order to provide some useful thoughts for the cultivation and regulation for our socialization of the executive power.
