The trisection of administration power refers to the kind of administrative power structure and operation mechanism in which decision-making power, execution power and supervision power restrain and coordinate with each other. It is an inevitable demand of a comprehensive and deepening reform of administration system in China under new historical conditions as well as a priority in the advancing of the modernization of national governance system and governance capacity to promote the reform of the management system for the trisection of administration power; meanwhile, the trisection of administration power is also one of the mainstream directions of the world’s government reform in the contemporary era, which has been successfully practiced in a number of countries and regions.Since the report at the16th National Congress of the Communist Party of China raises the frame of "coordination in decision-making, execution and supervision" as an object for the reform of administrative system in2002, there have been a number of different and distinctive reform models of administration power trisection all over China, among which there are typical ones such as Shenzhen’s "management of a macrosystem" and Shunde’s "combination of the Party and administration". They have gained breakthroughs and progress in the change of government functions, adjustment of government bodies and establishment of operation mechanisms; they have simplified government bodies, rationalized responsibilities and enhanced administrative efficiency, exploring for the implementation of the reform of administration management system in China. However, in general, the management system reform of administration power trisection in China is still in its infancy, facing many difficulties and problems, which mainly lies in the following aspects:the transfer of government functions and the reform of government bodies remain a daunting task; the reform approval system requires legal protection; the construction of market supervision system needs strengthening; the degree of social recognition is high, yet the degree of participation is low, which is a huge contrast. Although there have been many researches and discussions on the management system reform of administration power trisection in China, research findings are rarely seen about in-depth analysis and design of the cases and reform conditions of administrative system reform for governments at county/district level.Therefore, this thesis aims to target governments at county/district level in China as subjects. By referring to the theoretical achievements and practical experience in the management system reform of administration power trisection both at home and abroad, and combining the cases of Shenzhen Municipal Government and Shunde District Government to conduct an in-depth analysis of the bottlenecks in the reforms of these two areas, the author aims at providing some suggestions for the promotion of the management system reform of administration power trisection in governments at county/district level. Moreover, the author probes into the principle, objectives, frame, assumption, mechanism and countermeasures of reform, with Futian District, Shenzhen as a case study, to provide experience for the country to promote the reform of administration management system.This thesis is divided into five parts. The first part is an introduction, which introduces the significance of the topic, reviewing advanced researches on the constraints and coordination of administrative decision-making power, execution power and supervision power both at home and abroad, as well as literature and analytical tools of theories with reference to case studies of reform on "trisection of administration power" in China. The second part is about the theoretical and empirical analysis for the management system reform of administration power trisection in foreign countries. It explores the trends and directions of the current administration management system reform in China through the basic theories of administration system reform, in which decision-making power, execution power and supervision power restraint and coordinate with each other, as well as case studies and experience of relevant reform in foreign countries. The third part is a detailed analysis and research of the exploring in the management system reform of administration power trisection in China, with Shenzhen’s "management of macrosystem" and Shunde’s "combination of the Party and administration" as a study subject, to tentatively explore the existing problems and optimization in China’s management system reform of administration power trisection. The fourth part puts forward thoughts on deepening of the management system reform of administration system trisection in governments at county/district level in China based on the analysis in the previous parts, and conducts a mechanism design, with Futian District, Shenzhen as a reform case, so as to come up with frame and suggestions. Finally, the fifth part is a summary of the thesis.
