Research On The Nature Positioning Of Public Power

Indeed, privatization has different titles and referential scope. But privatization is not an expedient measure to ease the financial crisis, rather to evoke thinking about the nature of public power and has profound meaning, this is a consensus could be reached. Privatization is a broad-sense concept and is a trend, not just kinds of special response measures. With the continuous deepening of economic reform, the voice for political reform is stranger. Without the follow-up and protection of the political system reform, the economic system reform's smooth progress and in-depth level can not be achieved. Democratic ideals and citizen's sense of ownership coexist with the rethinking on the ruling conception and function positioning of the government. What kind of operation mode does the government need to make the society operate well and sustainably? Where are the limits of government decentralization? What kind of target state does the traditional public administration want to reach? That is, the nature is positioning of the nature of public power.Similarly, public power is a complex concept. It's not suitable to define the nature of it by simple and direct concept. We can take examples from the analysis method of power, and refine the core elements of public power. That are, subject, object, operators, the operation of it and so on. Then, we can explore relationships between them to understand the nature of public power indirectly but clearly. At the same time, we can respond the questions form privatization and provide theoretical guidance for future and deeply development of it. It's important to know the following points: the subject of public power is unique, the whole mankind, who is perfect both materially and spiritually; the subject and the operator of public power is not same, can't be confused; operators of public power can be pluralistic, must not be monopolized by national institutions; subject of public power has right to choose and decide on operators of it, but it must follow certain and scientific standards and program; the answer lie in the operation of public power and it tells the relations between these core elements.For the research method,firstly,it's not properly to justify the privatization by just looking at all kinds of measures partly. We must research for the trend rationally, reflectively and comprehensively. Secondly, privatization and public power are integrated social concepts and relative to politic, economic, society, even culture ideas, and so on. So, the research method should not be limited in a particular subject area. It's preferable to make interdisciplinary research. Additionally, it's essential to distinguish, contact and analysis different forms of privatization in different countries and learn from there experience.
