Analyse On The Need And Social Support Research Of The Relative Fosterage Way Of Sichuan Earthquake Orphan Families

At 14:28 May 12,2008, a record strong earthquake since the establishment of P.R. China occurred in Wenchuan County of Sichuan province. The directly and severely affected area reached 100,000 square kilometers. It is the strongest earthquake which has the most destructive effect and widest affected areas since the establishment of China. In the mean time of collapsing buildings and changing people's natural living environment, the disaster killed a large number of people and generated orphans who became a special vulnerable group and is in need of immediate attentions after the disaster.The paper'data which come from a project of The United Nations Children's Fund and Ministry of Civil Affairs, named A Baseline Research Report of Orphan Arrangement. For need, this paper focus on the relative fosterage way of orphan rescue and arrangement by Field survey. We interviewed part of relative customized orphan families, talked with fosterers to know their relations with orphans, their attendance situation to children and their difficulties in taking care of them. For social support, the research of orphan's social supporting system is to know the functional situation of relief and other social supporting systems to which orphans have access when family protection crisis and problems occur. This report selects the actual effect of fund relief from governmental relief policy, organization tendance (like children's school) and other social supporting organizations like company and enterprise.This research is in hope of field survey of post disaster orphan arrangement situation to know basic situation of orphan right protection. It also hopes to discover problems, give policy suggestions and take in-time interference actions to effectively improve orphan's living environment and make efforts to better realization and protection of orphan's rights.
