The diabled orphan belong to social vulnerable group.With the development of economy,the state has strengthened the policy support for this group,these policies concering adoption,education,employment and other aspects.Where they go after growing up is a difficult problem for governments and welfare institutions.State resettlement policy aims to encouraging the orphans to work and live ouside welfare institution.But there is a special kind of resettlement,"institutional settlement".That is to say,for some disable orphan who cannot live independently outside,the state will continue to provide for them when they reach adulthood.At present,the disabled orphans receiving such placement include many concentred support orphans and a small number of disabled orphan living in community.The orphans who are concentrated in support need to be transferred from welfare homes for children to other welfare institutions(usually social welfare homes)when they grow up.Most of the community's scattered orphans are applied by non-immediate family members.After being reviewed by the community,they are sent directly to welfare institutions.As the job market becomes more competitive,the number of disabled orphan accepting institutional resettlement is increasing.For some severely disabled orphans,the residential house provides the basic living guarantee,which reflects the function of the social security policy in China.But many people neglects the hidden potential: among those disable orphan,their physical condition and intelligence vary a lot.Some are normal inintelligence,while body severely disabled.some are physical healthy but mild mental retardation.All of them had just grew up to be adults and at the same time,entered the social welfare institution to live the elderly's life ahead of time.Their needs vary a lot from the elderly.They still have a long life,living in such environment,how do they feel ? What difficulties are they facing?At present,researchers and practitioners haven't pay any attention to this group.The social work services provided in institution do not distinguish between the disabled young orphan and the elderly.Welfare policy focuses on material life security,without corresponding development measures.For the disabled young orphan,lacking social support network is a common problem.This artical takes six residential disabled young orphans as service object.Collecting information by interviewing,then conclude the difficulties they are faced with.Formulating group service plan on the basis of requirements assessment and conditions.The group directly aims to build mutual support network for them.Team members will know each other and bulid emotional connection.The group may have a sense of belonging,identity and security;for the indirect target,establishing self-help network.Group provides a platform to vent negative emotions in the process of sharing experiences and learn successful experiences of others,which may assist team members to re-examine self-worth,to regain or set life goals;The group takes expanding the disabled young orphan social support network as a long-term goal.To introduce more forces to participate in the group process,which may make institutional workers and managers to evaluate the group needs,so as to respond.At the same time,attracting more attention from volunteers and the social public,which may increase care from the society.
