Study On The Governance Of Emergency Group Events Under The Background Of Social Transition

At present, China is undergoing a historical process of transformation from an agricultural society to an industrial one, and from a traditional society to a modern one. The contradiction and conflicts in China become increasingly outstanding, while the Emergency Group Events occur frequently, because of the great influence brought along by the alteration and the reformation of the social structure and the interest pattern. The consistent occurrences and the negative impacts originated from these troubles have become an intractable problem handicapping the stability and development of the China. These would directly cause interference over the stability of the whole society, harassing the reformation and development, what's more, influencing the entire course of our socialism modernization construction, if not prevented efficiently and dealt with validly.The paper tries to analyze and treat the Emergency Group Events in China comprehensively and rationally based on the theory of social conflicts and public governance. The theory of social conflicts considers that besides the harmony and conformity, every society contains conflicts and contradictions as well. In addition to the negative and destructive impacts of the conflicts of the social group, the conflicts, under certain circumstances, would exert positive effects on enhancing group adaptability and group inner conformity. In the modern, because of some factors, such as the process of globalization, changes of state-society relationship, the burgeoning information technology and rapid development of civil society, there seems to be a growing awareness that the for-profit organization, NGO, the public and the media, in addition to the government, have a status and a role in public crisis management. Crisis management should not only is the government's responsibility, it needs the whole society to face together. The multi-participation in the crisis of governance is of great significance.The paper divided into four parts:the first part is the overview of the Emergency Group Events and the governance structure. Firstly, the paper introduces the Emergency Group Events'connotation, types and functions. Secondly, combined with the connotation of the public governance, this paper introduces the structure of the Emergency Group Events under the public governance's views. The second part is introduce the Emergency Group Events under the background of social transition. Through to analysis the Wen'an "6.28" Event, the paper point out the Emergency Group Events under the background of social transition belongs to the internal contradictions among the people, and illustrated its characteristics. At the same time, the paper indicates that the reasons are complex. The third part is the deficiencies of the Emergency Group Events. Because of China's public crisis management started late, there still exist many problems. For example, ideological doesn't keep pace with the situation, the emergency management mechanism is imperfect, the original emergency work foundation is weak, accountability mechanisms needs regulate, etc. The fourth part is the solution of the Emergency Group Events under the background of social transition. From the point of improving people's lives for the basic engineering construction, establish a group of incident prevention and treatment mechanism, improving the government public governance capability, reshape government legitimacy, cultivating and developing civil society, social-self control mechanism, this paper discusses how to effectively govern the Emergency Group Events under the background of social transition.
