Since the 1970s,social organizations have boomed in the world wide. Along with the deepening of China's Reform and Opening up and the establishment of the socialist market economic system, various types of social organizations are springing up quickly, playing a social function which the government and enterprises do not or find it difficult to play in all areas of social life, becoming an important force in the process of economic and social development. In the social transformation process of China, the relationship between the government and society is undergoing profound changes, especially in the field of public services, a trend of diversified subjects of services is shown. A large number of social organizations begin to involve in the provision of public services, and they are making up deficiencies in the government and the market in a variety of ways. However, during to the present developing stage and the development environment of China's social organizations and their own problems, their participation in public service is facing many difficulties and problems. Based on the foreign experiences, this paper presents the countermeasures and proposals for the promotion of China's social organizations to participate in public services.This paper is divided into four parts:the first part is the introduction of the basic concepts of social organizations and public services, and the statement of the theoretical basis, advantages, and necessity of the society organizations in the public services; the second part talks about the present status, function and manner of the social organizations'participation of public services in China, and analyzes the difficulties faced by China's social organizations to participate in public service and the causes of such problems; the third part summarizes the experience of the foreign social organizations'participating in public services; lastly, the part put forward to measures and proposals for promoting China's social organizations to participate in public services with the consideration of China's social reality.
