Third Plenary Session of the Party’s eighth victory, the meeting adopted the " CPCCentral Committee on deepening reform of the overall number of major issues," andproposed " pay more attention to improve the democratic system, enrich the forms ofdemocracy, expand citizens’ orderly political from all levels in various fieldsparticipation, give full play to the superiority of the socialist political system " in China.With the continuous improvement and development of socialist democratic and legalconstruction, the General Assembly as a "socialist democratic political construction "gives new meaning. Visible, civic and political participation has become a topic ofconcern nowadays more. In democratic politics, groups of people to discuss ways ofcitizen participation and more intense, increasing demands. However, due to long-termsocial development, government Almighty ingrained ideas of governance, our citizensare not actively involved in policy formulation has been addressed. Although theintroduction of citizen participation in public policy-related measures and methods, buttheir participation forms and participation has been stuck on the surface, there is nosubstantive participation in the formulation of public policy in the past.With the development of society, the power of private citizens to get moreprotection, then the expression of private participation in the public sphere in the fieldof public power should conform to the changing times to get more development.Increasingly awakening of civil society, the demand for democracy and equality norshort rise on policy involvement and participation of the public service requirements arealso increasing, coupled with the government taking the gradual transformation ofgovernance thinking citizens can become more involved in political life, in order tofight for their rights to express their own interests. As representatives of civil society,non-profit organizations play an important role in policy-making and participation inpublic service, therefore, non-profit organizations in the areas of public policy as a keystudy can largely solve citizen participation in the political channels are not flowproblems. This paper as a research object, a non-profit organization based on theanalysis of public policy and the status quo, the attempt to nonprofit organizationsinvolved in public policy making channels to explore, identify problems and proposeappropriate countermeasures.This article includes five parts: the first part that introduction, this paper discusses the significance, current research, methods and ideas; second part of that non-profitorganizations, public policy processes related concepts, clarify its nature and activitiesof the process; the third part of the way that non-profit organizations involved in publicpolicy, in this part of the elaborate detail of the non-profit organization involved inpublic policy embodied in the role, and their participation in specific ways and meansof policy-making; fourth part discusses the participatory process problems, providesthe next step to resolve the problem cause analysis; fifth part is the suggestions andresponses to the issues raised above, trying to break through internal and external waysto promote and improve the policy issues involved in non-profit organizations.
