Construction Of The Current Situation, Existent Problems And Suggestions Of The Civil Society Organizations Of China

This paper focuses on the present stage of non-government organizations (NGOs) in rural areas. Why this paper study this issue is mainly because that the current transition period in the social background, the conversion of social structure and the farmers stratified differentiation, leading to more and more social relations need to adjustments necessarily, in order to made the channel where the interest demand expresses better, combined with the background of rural extension, I chose the issue to research. The NGOs'functions in the construction of the new rural areas and expression of interest demanded in rural areas has an incomparable advantage, however, there are still many ambiguities in the NGOs in rural areas. So this paper is divided into two parts to formulate. Begin with the theory studying, this paper express the concept first, figuring out the problem in recently research, including the confusion of content ; the unclearly definition; the uncertainty sorting; the unclearly expression of feature, etc. Secondly, this paper expresses the research meaning and the research method, figuring out the two innovations in this paper.The status at present NGOs in rural begins with its historical develop, then research its type and reason, citing the active and negative effect at last. The NGOs has many active effects, such as the expression of farmers'demand; increasing public product supply; promoting social stability in rural areas; speeding up rural economic development; improving the quality of farmers; meeting the needs of farmers'physical and mental, etc. But if the development of NGOs in rural areas is not properly guided, the NGOs in rural will also play a negative and damaging role, such as maybe threat to state authority; evolving into superstition organizations; forming vested interest groups; hostile forces could penetrate into it, etc. The development of NGOs in rural at present meets the fellow problems: the development of deformity, strength weakness, lack of space, and errors of awareness, etc. The reason can be summarized as the lack of correct guidance of the government; the system is not perfect ; laws and regulations are inadequate; resources are lack and motivation insufficient. So this paper proposes some suggestions and strategies to strengthen NGOs in rural, including guide social psychological; correctly understanding NGOs in rural ; strengthening policy guidance, and indicating the direction of development of NGOs in rural; improve the mechanism of the organizations, and promoting the development of NGOs in rural; a sound legal regulations, clearing regulations on the limits of NGOs in rural; broaden the channel of getting sources for NGOs in rural to promote the organization follow-up development.
