An Analysis To Interest Drive Elements Of Degree Of Shanxi University

Interest and its changes are the fundamental drive of China's administrative reforms. Changes of every system require drives, without whose impulse, the changes are out of the question. Administrative reforms are a political process of choosing, integrating, distributing and carrying out of the society's public interest according to the government's specific objectives. Our country's reforms of administrative setups are for the need of socialist market economy, and the core of the reforms are the reassignment of power and interest as well as the process of deepened reforms. Therefore, to cultivate and reinforce the administrative reforms' drive and promote the development of the reforms, we should start from the interest, the fundamental factor, to deepen the reforms by making best of interest motives. So a deep analysis and study of the interest is of significance in the process of seeking administrative reforms' sustaining drive sources.This thesis starts from the perspective of interest, analyses the interest body of our country's administrative reforms deeply, arriving at the conclusion of cultivating and reinforcing the reforms' drive by studying the game of the bodies. This thesis is comprised of four sections. The first is the theoretical basis which expatiates the Marxist Interest Theory and Buchanan's Public Choice Theory; The second analyses our country's three big interest bodies:government, interest groups and individuals; The third deeply analyses and studies the interest games between the bodies in the administrative reforms; The fourth covers the reinforcement of our administrative reforms' drives from four aspects, that is, establish and perfect the interest coordination systems, reestablish the psychological obligation of public servants and the government, chartered rights of system innovation that should be entitled from the central government and the endeavor to build a serving government.It can be concluded from the study of this thesis that interest is the fundamental drive of progress of social history and the starting point of administrative reforms. The administrative reforms are to proceed in whole and it's necessary that the interest of the individuals as well as the local government and ministry be damaged. We learn from the game theory that there are bound to be conflicts between the senses of individuals and the collectives, the pursuit of individuals' interest will never promote the collective's interest. Therefore, in order to promote the administrative reforms successfully, we should make the local government in accordance with the central government's interest, break the alliance of local government and the interest groups, mobilize all the powers necessary for the sake of the public's interest to succeed in the reforms.
