In the late1980s, South Korea, a totalitarian that is deeply influenced by Confucian culture, successfully achieved the transition from the new National Military authoritarianism to political democracy. With the development of its democracy, the democratic consciousness of South Korean citizens has also been improved, and then set a higher demand for democracy. Nationalism, which has always been a strong regional public participation in politics in Korea enthusiasm, by voting, electing, parading, etc. to participate in political activities actively and become an important role of policy makers directly or indirectly. Based on the analysis of the impact of "beef crisis" event in the political participation of South Korean citizens in their external economic policy, this essay explore the impact of political participation in Korea's external economic policies.The first chapter analyses political participation in Korea and the formation of the unique nature and the reasons for this uniqueness by presenting the South Korean citizen's political participation, characteristics and causes of the formation of these features.The second chapter, the core of this article, starts with the theoretical level about how citizens participate in politics of a country's foreign policy impact, then taking the South Korean "beef crisis" as an example, analyses how the political participation of all South Korean citizens influence South Korea's foreign economic policy, and make a conclusion:Citizens'voting behavior affects South Korea's foreign policy indirectly and this effect is long-term,because the referendum on the president and the political parties menus their choice political views, in the process of political participant governing of which the main line and the direction keeps unchanged change. While the acts of political participating, such as demonstrations, petitions, network politics from the public opinion level leads, South Korea's foreign policy decisions directly to some extent. Generally, that way are usually involved only in politics for an event, for which the Government make a direct adjustment because of the involvement of citizens in government decision-making in this case, but this adjustment is an event for a policy Therefore, this adjustment is temporary and civic demonstrations, petitions and other acts of political participation effect have a direct, short-lived effect on South Korean's foreign policy. However, whether direct or indirect effects, both reflect a feature:South Korea's foreign economic policy is deeply affected by citizen's political participation, behavior. And because of the deep-rooted notions of economic nationalism to the South Korean citizen the formation of the final policy can be the result of mutual compromise between the government actions and political participation. So the people's political participation has a significant impact on the formation of the South Korea's foreign economic policy.In the third chapter, some proposals are made to regulate a more orderly political participation, and build a more rational, orderly interaction model between the South Korean government and citizens, according to a review for Korean citizens political participation of the South Korea's economic policy.
