Study On The Participation Of Citizens In The Building Of A Government Ruled By Law

In 2014, just after the end of the party’s Fourth Plenary Session of eighteen, considered and adopted the "decision" of the CPC Central Committee on several major issues comprehensively promote the rule of law, put forward to accelerate the construction of scientific functions, the legal rights and responsibilities, strict law enforcement, open and fair, honest and efficient, the integrity of the government under the rule of law, our country government by law construction mentioned a new height. At the same time earlier, comrade Hu Jintao pointed out in eighteen big reports of the party, promoting socialist democracy institutionalized and standardized procedures, at all levels and in all fields to expand citizens’ orderly political participation,to realize the legalization. A representative of the modern government model,one is the important manifestation of modern democracy,the two is of great significance to China’s current government,the transformation of the economic,social system, construction of government ruled by law requires citizen participation,citizen participation in turn has great role in promoting the construction of government ruled by law.At the same time,with the development of economy and society,citizen consciousness gradually awakening,the participation of citizens in the increasingly strong demand,no longer satisfied with the role of public administration in the object,more ways and channels to express their legitimate interests, to participate in public administration. But also should see, our country reform and open time is not long, the traditional administrative mode still has a profound impact on the existence of some problems,the system is not complete,can not keep up, do not take the initiative and consciousness,this paper combined with the results of citizen participation in the government under the rule of law construction in China and some problems to be discussed, put forward recommended reason analysis.The full text is divided into five chapters:the first chapter is the introduction part, mainly about the research background and significance,ideas and review of related theories at home and abroad research; the second chapter elaborates the related concept of the rule of law government and citizen participation, as well as the two characteristics and the main form of the same time,the process of China’s rule of law government construction the participation of citizens and made a comb; the third chapter introduces the rule of law in our government and citizen participation and citizen participation in government by law construction significance; the fourth chapter discusses the current our country citizen participation in government administration and the results of some shortcomings,find out the reason; the fifth chapter puts forward some countermeasures and suggestions for some fourth chapter, in order to our country citizen participation can really play an important role in China’s government by law construction.
