The Research On Citizens' Organized Participation In Formulation Of Public Policies Of Our Country

Public policy is an important output form of the government function,government governance mainly depends on the implementation of public policy.Thus,public policy is not only related to the effective management of the government,but also has close relationship with the interest of citizens.Since the reform and opening up in 1979,China experienced great changes in the society,politics,economy and other areas.The traditional government closed public policy making forms can not meet the needs of existing social development,people strongly asked to participate in public policy-making.And now it is necessary for the government to take citizens' participation into consideration in public policy formulation.In addition,it is good for more scientific public policy to make out if citizens participate the public policy formulation process.Therefore,citizen participation in public policy formulation is an important issue that needs to be deeply study.This paper concerns about the citizens who participate to the public policy-making and mainly focuses on the phenomenon that citizens participate to the public policy-making in a form of organization.In recent years,the form of citizen participation changed from single individual participation to organized participation.And this kind of form will become the main participation form trend in the future.With respect to the individual participation,citizens' organized participation has many advantages.On one hand,citizens' organized participation can have greater influence and bring better effectiveness on public policy-making.On the other hand,the organization of citizen participation can also conducive to the orderly and rational participation.The participation consciousness of citizens will be greatly improved.At the same time,the formation of citizen participation organization will reduce the difficulty of government governance and let government make more effective management on citizen participation.Though our country's citizens' organized participation has developed now,it is still in a junior stage:the breadth and depth of citizens' organized participation needs to be further promoted.There exists many problems in citizens' organized participation:the low degree of organized participation,citizens' weak organization ability,lack of government laws and regulation etc.And all the problems need to be resolved urgently.In addition,China's current development and management of citizens' organized participation have great distance from abroad and it is necessary to learn appropriate experience from foreign countries.The research of our country's citizens' organized participation need to be combined with the research and experience abroad.The paper contains five parts.The first part is "Introduction".It talks about the background and significance of the paper's topic,makes a meticulous review of relative researches home and aboard and the explanation of related concepts.The second part concerns about the related theories,the possibility and advantages of citizens' organized participation.The third part mainly examines citizens' organized participation characteristics and its current problems.Then analyzes the main causes of problems.The fourth part introduces the related policies,systems and current situation of citizens' organized participation in America,England and Japan.Then make a comparison with China and obtain useful reference experience.According to the previous four parts,the fifth part puts forward relative countermeasures from the perspective of citizen,government and society respectively.Finally,this study summarized in this paper.
