Citizens' Orderly Participation In The Development Of Public Policy

As a key concept of political science and democratic theory, the citizen participation is paid close attention to domestic and international scholar.Early citizen participation is mainly relied on participation of the political field,contemporary,with the developmentof democracy, the theoretical research and democratic practice of citizen participation begin to break the traditional politics category.The citizen participate in the administrative field participation becomes an international topic and trend. The citizens participateing in the public administrative course, especially participating in the formulation process of public policy becomes the important subject that academia studies. Ripe and extensive citizen participation has already become essential means of carrying out democratic politics and improving the public quality of policy, become " foundation stone " of the public policy. In our country, because of the restriction of many kinds of factors, there are a great deal of contradiction and question about citizen participation in the public policy of our country. Probing into these questions overallly , according to the realistic state which the citizen participates in of the present stage of our country,in order to seek the realistic route of development and perfect the public policy of our country,which has a realistic meaning to the ongoing citizen participation.This text explain the basic intension and value of citizen participation while making the public policy and realize the function of citizen participation while making the public policy, recommend participation in order. Secondly ,the research analyse the current situation of citizen participation, existing problem ,and the reasons of questions which the citizen participation in the public policy of our country in the present stage. Finally, the research put forward the countermeasures and suggestions about improving ability of citizens participation , perfecting the system of citizens participation, perfecting the legal security system and innovation policy of citizens participantion.
