The civil service examination for its prominent role in the world historical development of public administration has been extensive attention, since the 20th century, since the 70s to the United States, Britain and other countries, led by the Civil Service performance appraisal more than 40 years of development history. So, why in the government sector civil servants to do performance appraisal? That can be said the rise of the Civil Service performance appraisal real purpose is to establish a highly efficient government workforce, and thus savings in public expenditure and improve service efficiency.After China accession to WTO, in response to the context of globalization management capacity of national government departments, the challenges of competition, as well as the objectives of my Government to implement the responsibility system, China also began to implement the government's performance appraisal, at the same time individuals in the civil service examination, and have made some progress, however, the effectiveness of the implementation of the civil service examinations, can achieve his target is very important, in order to make a better assessment of China civil service play a role in the public domain, we are very necessary to establish a reasonable assessment of the civil service program, before the establishment of this program should first be clear what factors will have an impact on the civil service examinations, on this issue, the scholars also have to be studied together, due to their different perspectives, the elaboration of factors scholars have different emphases. In my opinion, there are many factors affecting its assessment, in the civil service examination, both from the general assessment of the impact of individual factors, there are special groups for the civil service to this particular factor. But I think that is a special profession, our country is a special national conditions, our civil service evaluation has its own characteristics.so many years, our scholars in research in this area has also made huge achievements, I have learned to others on the basis of research results, pay more attention to features of ours, in this article first pointed out that the performance appraisal of civil servants the significance of factors, to improve the civil service examination identified it must be thorough and meticulous study factors. The first chapter introduces the current situation of China Civil Servant, due to the impact of international environment, China has developed rapidly in recent years, the Civil Service performance appraisal, achieved some success, but there are certain problems, focus of this chapter lists the main problems existing in China. The second chapter is the focus of this chapter, in the second chapter is focused on analyzing the environmental factors, personality factors of national performance appraisal of civil servants, technical factors, institutional factors and the civil service examination of the impact of individual factors. Chapter three for the second chapter in the proposed factors, the corresponding solutions and counter measures. Finally, according to the analysis of the factors obtained should pay attention to each of factors, promote the positive factors and eliminate impediments, through the rational utilization of environmental factors, national traits, improved technology to enhance assessment and examination system of construction and individual education and training of civil servants to further improve the civil service examination in this country Conclusion.In this paper, the civil service examination in China today has some practical significance, on the one hand reflects the party and the state of scientific development concept, on the other hand, it provides a more scientific recommendations to establish an effective performance appraisal system for our civil.
