Under the construction of market economy with Chinese characteristics,an important content is to establish a flexible,efficient and concise government management system which is compatible with the market system,as well as a high-quality,capable,honest national civil service team which is closely linked to this new type of government management system.Under the new situation,new environment and new background of governing the Party comprehensive and strictly,there is a variety of obstacles and problems in the civil service system's construction and civil service training.Among them,the civil service examination as a specific form of civil service examination system,has many problems in the perfection process,reflecting the examination system's drawbacks of designing and operation.Based on this background,this paper takes the civil service recruitment test as the research object,analyzes the causes of these problems,finds the roots of these problems and puts forward the corresponding solutions.This is of positive theoretical extension of significance to improve China's civil service examination system,to promote China's personnel system of deepening reform.Around the problems of completing civil service recruitment examination,this article starts researching through the following five chapters.Chapter 1 is the introduction.It discusses the research background and research significance,sorts out the existing academic achievements to understand the current research situation on this field,puts forward the basic design of the research content and research methods,and finally elucidates the innovation.It's the overall planning of this study.Chapter 2 is the concept definition and theoretical basis,starting from the whole research system.This part defines the key concepts of civil servants,civil servants'hiring examination,civil servants' system and civil servants' examination system.It also analyzes the theoretical basis used in this paper:public sector human resources theory,talent assessment theory and system analysis theory.This chapter is the elaboration of the basic thought foundation and system for the full text.Chapter 3 is an assessment of the state of civil servants' employment examination,which based on the questionnaire survey and a large number of practical data analysis,the more important thing is to make an in-depth analysis of these problems.The state of these problems are discussed:the implementation of the government's employment examination policy is not enough.the dilemma of system design.the bias in system implementation.Chapter 4 is a comparative analysis of the civil service employment examination system in developed countries,Hong Kong and Taiwan.It summarizes enlightenment to the construction of civil servants' hiring examination system in China:perfecting the civil servants' laws and regulations,improving the flexibility of government employment mechanism,optimizing the civil servants'examination and recruitment organization,deepening the reform of grading classification examination system.Chapter 5 is the solutions to solve the problem of civil service recruitment examination in China.Based on the experience of developed countries,Hong Kong and Taiwan,it proposes the following recommendations:increasing the financial investment and ensuring the employment examination policy is carried out;formulating special laws on civil servants' examination,refining the legal provisions and raising the supervision to the legal level;implementing a wide range of supervision to civil service recruitment examination and making sure social supervision plays the role in the supervision to protect the fairness of civil service examination;relaxing the requirements of professional restrictions;innovating the examination content and renewing examination methods;implementing the civil service grading classification test actively;controlling the cost of the employment examination reasonably.The innovation of this article is that it takes the examination of civil servants'hiring as the research entry point,analyzes the problems of examination existing in the real situation from the government,system design,system operation point of view.Besides,it draws lessons from developed countries,Hong Kong and Taiwan,puts forward the countermeasures from the perspective of administrative management and deepens the existing theoretical point of view.Under the new situation of governing the Party comprehensive and strictly,the implementation of the concept of governing the country,the study gives the original theory to a new social significance.Civil service recruitment examination is a systematic project,it must be all-round,multi-level implemented,relying on reforming one of the links can not work,improving the civil service examination system with Chinese characteristics is a difficult task,reforming the system is a process of constant accumulation,growth,evolution,is a process which changes from quantitative to qualitative,it is a process of continuous summary and innovation in theory and practice.Therefore,we should strive to explore the study,establish a sound legal system,dynamic,scientific and effective civil service examination system,create a high level,professional civil service team to provide high quality service for the public,promote scientific,efficient,professional government's personnel management.
