Women's liberation movement leaded by Chinese Communist Party (CCP) is considered to be the tool of the party. Chinese Women's Federation was the continuance of the women's institutions of CCP before 1949. The Democratic Women's Federation of Shanghai was the local institution of Chinese Women's Federation. It had the same nature as Chinese Women's Federation. This study intends to clarify the nature of The Democratic Women's Federation of Shanghai (SDWF).It served for the government and women, but it's main purpose was to liberate the whole women masses. It did 'work for women' which must surround the central work of the nation. The leaders of SDWF believed that the central work was the basis of women's liberation. They completed many tasks according to their thoughts. They considered themselves to be the deputy of women. But they were a group of women elites, their thoughts were not always as same as other women. They were also on behalf of the government. In a conclusion, SDWF was not the tool of the government, not always the deputy of the masses of women. It was a institution of Marxist feminists.
