A Research On Specialization Of Community Security Practitioners In China

In the trend of socialization development on social security, it is important for us to enhance the research on community security. This paper provides a new perspective of specialization, with which we can get a set of paths useful for development of community security.This paper is a total consisting of four parts,which are as follows:Relevant concepts are defined, such as community security, community security practitioners. Community security is positioned as a solution to the basic needs of vulnerable groups, include the old, poor, unemployed, disable people. Community security practitioners are consisted of official, semi-official, and civil practitioners.The necessity of specialization is demonstrated by searching for its internal agent, which can be used as theoretical basis of community security practitioners' specialized problem. And from the view of specific community security jobs, we analyzed their dependence on specialized knowledge and skills, and then produced a strong demand for specialization, thus deriving the specialized agent of community security practitioners.Based on system of specialization elements about community security practitioners, we examine the current situation in China. The problem is divided into five areas:community security practitioners are generally on low cultural level; specialization structure is irrational; social status should be improved; low degree of independence and market protection is not sound. Obtained five reasons for these problems:institutional framework has not clear; system was not accurate positioning; theoretical system has not been perfect; education and training system is still unreasonable; consciousness is still behind.Then, how to solve the existing problems in order to boost the specialization level of the practitioners, there are a set of proposed paths:First, to build a perfect system structure, including dividing specialization scope of community security practitioners, ensuring special jobs shouldered by specialized staff. Second, to emphasize the cultivation and management, include training the existing practitioners,perfecting relevant training mechanism;Third, to increase state support, include supporting the theoretical study,enhancing community security practitioners'social prestige and social status, encouraging the relevant social groups and organizations.
