With the increasing trend of economic globalization and regional economic integration, strengthening regional economic cooperation and signing free trade agreements have been important means of promoting economic development. China has already been incorporated into this trend and signed a number of Free Trade Agreements. Related to Rules of Origin as the key to the success of a free trade agreement, its study is of great practical significance. At present, study on Rules of Origin is relatively weak in China.Free Trade Agreement between Government of the People's Republic of China and Government of New Zealand, the first comprehensive FTA China has signed, is the first FTA between China and a developed country. Conducting a study of its rules of origin will help establishing rational and efficient mechanism and specific rules in it, promoting the healthy development of economy between two countries. At the same time, providing a model and experience for China while conducting economic and trade negotiations with other developed countries since the model in trade negotiations, also of great significance to safeguard China's economic sovereignty and promote economic development in China. In the end, reveal their commonalities and differences, and analyze the causes of these differences combining the economies.This paper contains four parts:The first part begins by describing the general problems of RoOs in FTAs, containing connotative meaning,criterions of determining,main features and effect. On this basis, describes rules of origin in detail, analyzes its characteristics, and provides further information on its application in practice and on the impact of bilateral trade.The second part, from the perspective of comparative law, does comparative study between RoOs of CNFTA,NAFTA and CAFTA,analyzing its mechanism in eliminating trade barriers,safeguarding economic interests and promoting trade exchangesThe third part, on the basis of comparative analysis with rules of origin in NAFTA and CAFTA, combined with trade practices, does comprehensive analysis of the advantages and disadvantages of RoOs in Free Trade Agreement between Government of the People's Republic of China and Government of New ZealandThe fourth part, based on the above study, learning legislative techniques from RoOs in NAFTA and CAFTA, provides some constructive suggestions on the guiding ideology, the system framework and specific rules for perfection, in order to establish a more rational, efficient, and transparent rules of origin and to fully protect our country's economic interests.
