A Study On Quality Construction Of Traffic Police Force In Lhasa

Traffic police force, as part of public security organs is an important tool for the people's democratic dictatorship, and in China's modernization process shoulders great responsibilities on consolidating the Communist Party, protecting national security, ensuring people's peaceful living, and the tasks to maintain traffic order, to protect the flow of traffic and transportation security, and to administrate mobility vehicle license registration. Currently, traffic police departments all over the country are all faced police shortage problem. Constrained by finance, organization and other factors, it is unrealistic to solve the problem only by increasing the number of people. To improve working efficiency of traffic police, and provide better service to public, most important thing is to improve the quality of traffic police. With the economic and social development, China has gradually completed the change from the planned economy to market economy, and our society now is in rapid development period to socialist market economic construction. At the same time, the world's fifth police revolution has been maturing, modern transportation has entered the fast development stage, and these have posed a severe challenge to the quality of traffic police. Therefore, to further regulate the traffic police force, and comprehensively improve the quality of the traffic police and build a high quality traffic police force to meet the requirements of social development, is an urgent task.As a policewoman in Tibet, the author finds that the current quality construction of traffic police force in Lhasa is existing many problems comparing with home and broad, such as low management level, weak enforcement protection, and poor overall quality, which ate severely restricting management functions of Lhasa traffic police into full play. The author believes that quality construction of the traffic police force should be a systematic project, and subject to many factors, such as local and national politics, economy, and historical development stages, so the quality construction of traffic police must be placed into the environment of whole country's development. Currently, the traffic police department in Lhasa should take the great-leap forward development and the implementation of long-term stability strategy in Tibet as an opportunity, to find out the problems and countermeasures from all aspects of the quality constructions, which is the comprehensive and effective way to improve the quality of traffic police.Based on the theories of administrative science, public security science and human resources development and management, through literature analysis and comparison and the empirical research such as questionnaire surveys and interviews, using qualitative and quantitative analysis, the author starts from the basic concept of quality of traffic police in Lhasa, and explores the current situation of quality construction and puts forward countermeasures. In the part of the status quo analysis, the author focus on the achievement and existing problems of the quality construction of traffic police in Lhasa, and analyzes the reasons from the aspects of history, culture, politics, economics, and management system. In the part of proposed measures, to make the research more scientific, the author employs quality model, performance assessment criteria, 360 degree performance evaluation method, and training systems. And the author puts forward detailed countermeasures from the aspects of management system, assessment and incentives, education and training system, security system and monitoring mechanisms, and the traffic police culture to provide the objective and scientific basis for the quality construction of traffic police force in Lhasa, and ultimately, even to provide the reference and suggestions to the decision-making level of regional and national public security department.
