In the new century, as the acceleration of social transformation and adjustment of benefit pattern,the illegal crime is on the rise, the people of the expectations of police enforcement ability turns more and more highier, complex social development situation with severe law enforcement environment to a new challenge to the traditional personnel management system of public security. How to adapt to the new situation for optimal allocation of police resources, improve the efficiency of public security work and the research significance and realistic significance.This paper is divided into six chapters.
