The Study Of Government Responsiveness In The Mass Disturbances Event

Currently China is in the transition period of modernization and reform as well as open-up. The high frequency of various mass disturbances event becomes more serious problem against the society stability. Even those events have subsided all in the end without causing more seriously social unrest, but still attended deep reflect extensively:why those event happened to output? What is problem link behind with? How to response in the government level? For those questions, we could discuss from different view point. In this article the study was base on the government responsiveness point of view to establish a basic discussion plant for the mass disturbances event.Although mass disturbances has different forms of expression, It reflects the inescapable duty of management to society. So, this article gets the government reponsiveness in the background of mass disturbance in the hope of improving government-responsiveness Mechanism.This paper, on the basis of theory and on the case, makes a constructive attempt on the solution to government reponsiveness. After the definition of mass disturbances and government reponsiveness, this article analyses "Weng'an Event", then introduce the current development of government reponsiveness in China. There are still some difficulties and problems unsolved, such as degree of satisfaction for the public, degree of Services Matchmaking and the sensitivity to the public. An Analysis to the Absence of government reponsiveness includes the weak consciousness of serving the public, incomplete internal organizing structure, the institutional deficit. At the end of this article, the author puts forward some helpful suggestions according to the analysis.Countermeasures are identified as:following the public supreme service idea, flatting organization, decentralizing the organization opening the organization, smoothing channels of interest needs, policy-making, Government Information Publicity and Crisis Management.
