Study On Governance Of China's Mass Emergency Event In New Period

The issue of mass emergency points to China's different social conflicts and disputes in the new age. Government of various levels pay great attention to this outstanding issue which seriously affects social stability and harm social harmony. To safeguard social stability and building-up a harmonious society, it is very important to face this problem matter-of-factly and study it in a comprehensive way.From the evolutionary trend, current China's mass emergency has become a real emergency or potentially public crises that affects on social development . From a genetic point of view this crisis contains a generation, development and waning of the complete process similar to a life body. This article benefited from Fink's crisis model of the life cycle inspiration and basis of a comprehensive sort about current status of China's mass emergency. We divide the stages of breeding, development, spreading, explosion, confrontation and dissolution to phases of value-accumulation, acute outbreak, confrontation, chronic permeation and dissolution. And we formed a five-stage model of crisis in the life cycle. The model is not only a localization of the Fink theory development, but also constitute the basic analytical framework of this article. This is the kind of innovation of the article in the perspective.Through the research of China's mass emergencies in new period, I found its characteristics, manifestations and social implications are quite different in different stage. Directing at causes and elements of various stages, different measures are supposed to be carried out. For instance, prediction and precautionary governance is adopted at phases of value-accumulation and acute outbreak. For confrontation and chronic permeation stages, control and buffer measures are recommended. Cure and remedy measures are adopted at the final dissolution stage. And therefore, a vertical governance system from the very beginning to the last stage is thus established. An effective governance on mass emergency will reduce, and even root out the negative effects of its occurrence, lower the cost for governance, and therefore make the society more stable and harmonious.
