The Study On The Administrative Licensing Of Road About Highway Ad Set

Highway advertising licensing is an important proposition of economic administrative law. It is belong to the area of economic law. Highway advertising is an important highway derived resource, which should be included in road capacity within the scope of the right of highway. The lagging and missing of the law and regulations on highway advertising, the loss of investor interest caused by the unequal between advertisers'rights and obligations. This paper is aimed to put forward measures that complete highway advertising licensing though the study on the theory and practice from establishing, implementing, regulating of highway advertising licensing. The target is to protect the safety of highway road property, rights and interests of all parties in maintain highways by the study on highway advertising licensing.This thesis discussed the establishing, implementing and monitoring of the highway advertising permission from the basic concept though research, scientific experiments and access to literature. Then I improve the measures of Chinese highway advertising licensing and develop a set of highway advertising license requirements. The author explains the theory set highway advertising license theoretical basis and the value of its necessity, legitimacy and importance; Then, the author put forward the highway advertising set licensing measures on the base of the current status of highway advertising and analyzing its defects and causes. Ultimately, this paper set out the provisions of the highways licensing expert advice issued for the relevant department for reference according to our previous discussion. The aim is to protect the legal regulation of the means of production expressway safety and maintain the highway rights of the parties to the principal.
