The sustainable development of a country's economy, society and the promotion of its comprehensive competitiveness grossly depends on the government's capabilities. Moreover, a team of highly qualified civil servants is essential. One method to develop such a highly qualified team of civil servants, is selecting, the other is training. There is a common awareness that civil servant training is the key to developing highly qualified civil servants and improving the rulership of the government.Nowadays,Laos is now in the avenue of economic and social developmental period. Since 1986, the implementation of reform and opening-up policy, have caused the economy to grow steadily. From 2001– 2005 which was a five-year development plan period, the measures of the Lao government to open through the deepening of reform and vigorously attract foreign investment and so on, has brought economic development onto a new level. Lao People's Revolutionary Party and the government want to have a stronger ability and competitive advantage so they must fully improve the quality of its staffs. The civil servants have to carry out effective training and bring up adequate plans on this agenda. For the Lao government, the Lao's civil service training system has become more important than before. Moreover, Lao's civil service training system has not been given much attention, which is why they obviously are unable to adapt to the era of knowledge in the economy that has been challenging the government. Therefore, the study of the Lao's civil service training system has important, practical and theoretical value.In this thesis, starting with the basic theory of the civil service training, analysis through the Lao's civil service training system, training structure, types and pattern of training, content and model of training, duration of training and so on, to discuss about the present situation and existing problems of the Lao's civil service training system. At the same time, comparing between the maturity of the civil service training system of the developed countries and the current status of the Lao's civil service training. Also, analyzing the main reasons of two distinct formations, and drawing on advanced foreign experiences, which will improve the Lao's civil service training system and put forward policy recommendations.
