The 17th CPC Nation Congress pointed out that "We should further change the functions of the government, improve the methods of management, introduce e-government, uplift administrative efficiency and reduce costs so as to form an administrative system featuring standardized behaviors, coordinated operation, fairness and transparency, honesty and high efficiency". Moreover, the standard of party's governing capacity is the embodiment of civil servants' personality and working capability which are directly affected by the level of training standard.It is indubitability that Civil Servant Training is one of the effective ways to improve the quality and administrative ability of Civil Servants. Guizhou Province as a province whose economic develops in a relatively backward position; doing the research of its civil servants team will enable the Government in the rational development and use human resources to achieve strategic management and at the same time enhance the quality of civil servants and govern ability. Therefore, doing the research of its construction and civil servant training have a very important theoretical and practical significance.Through the introduction of systematic training model and the analysis of four basic areas of training flow, i.e. training needs analysis, training plan development, training results implement, training evaluation to analyze training and did the case analysis by taking Guizhou Provinces an example, concluded relative improvement countermeasures from three levels of these four basic training flows with a aim to make a contribution to the development of Civil Servant Training System of Guizhou Province.
